About Us
The USF Logic Model team brings expertise from those who have worked with communities across the nation to develop their theories of change and develop logic models. Adding to this capacity, members of the Department of Child and Family Studies ensure this site's content is accessible, using the most current information and technologies. Phase VI Facilitators
Nicole Deschenes Nicole has more than 30 years of experience as a community mental health nurse, educator, consultant and researcher. Throughout her career, Nicole has assisted local, national and international organizations in developing improved supports and services for individuals with emotional and or behavioral issues. She has learned from and consulted with a multitude of organizations addressing youth development, community development and the promotion of mental health. She has served on a variety of task forces in government and the nonprofit sectors and is the author or coauthor of various publications and reports. Her current interests and efforts focus on developing effective transition models for youth in transition.
Ruby Joseph, MPA Ruby's primary interests are in research and evaluation of minority populations and communities. She is particularly interested in issues that affect the mental, educational, and social developments of children. Ms. Joesph served as the Principal Investigator/Program Director for the GEAR-UP program, a multi-year, federally and locally funded program that helps low-income, minority youth, prepare for graduation and post secondary placements into vocational/technical schools, two and four-year colleges or the workforce.
Jody oversees the monitoring of all publicly funded mental health programs for children and families within Monroe County and serves as the Technical Assistance Coordinator for Monroe County ACCESS, the County's initiative to develop an integrated system of care for children and youth with emotional and behavioral challenges and their families. In addition to her work for MCOMH, she is the Project Manager for the Youth & Family Partnership project, a cross-systems integrated care coordination program for children and families involved with the child welfare, juvenile justice and mental health systems, and the Family Access and Connection Team (FACT), a cross-systems integrated entry point to care for children with emotional behavioral challenges and their families. In addition to her significant work on behalf of Monroe County, Jody provides technical assistance to customers across the country in the area of child and family services and systems of care.
Vicki McCarthy is the CEO of Families' Child Advocacy Network (Families CAN), an independent family advocacy organization in Erie County, NY. Vicki has over 20 years experience working in the mental health field as a parent advocate, trainer, and educator. She has a special interest in educating family members to advocate for themselves and their children to receive the services and supports they need to be successful.
Patty is a research faculty member in the Department of Child & Family Studies at the Louis de la Parte Florida Mental Health Institute, University of South Florida. Her research experience has focused on child mental health, child welfare, and managed care. In addition to her work as a member of the USF Logic Model Team, Patty serves as the co-principal investigator of a study examining the implementation of a Medicaid managed mental health care plan for children in Florida’s child welfare system and the quality of mental health services provided through this plan. She is also involved in a study of the assessment, planning, and provision of services for children and families in Florida’s child welfare system through a Title IV-E Waiver. In addition, Patty is a voting member of one of the University’s Institutional Review Boards.
Technical Assistance and Liaisons
René Anderson Rene provides technical assistance and training on family involvement in logic model development for systems of care. She is currently Project Coordinator for a Research and Training Center for Children's Mental Health study titled "Examining the Role of Family Organizations in Developing Family Voice in Systems of Care" and is Co-Principal Investigator for a project that is creating and evaluating a curriculum to prepare parents to become effective advocates on state and local boards and committees. Her background includes experience in system and organizational development, research, education, advocacy, and evaluation.
Jami is currently a psychologist at the Indian Health Care Resource Center in Tulsa, OK. Dr. Bartgis has worked with the Logic Model Project in developing culturally competent approaches to logic model development for Native American communities. Dr. Bartgis provides technical assistance to tribal systems of care for developing logic models and theories of change that are linked to community engagement processes.
Mario Hernandez, PhD Mario is Professor and Chair of the Department of Child & Family Studies at the Louis de la Parte Florida Mental Health Institute, University of South Florida. Dr. Hernandez serves as Principal Investigator for the Logic Model Project. He has over 20 years of experience working with systems of care to facilitate planning, evaluation, and implementation. He initiated approaches to system of care development that include the use of theories of change and logic models for community planning, and the use of the System of Care Practice Review (SOCPR) for quality monitoring.
Sharon Hodges, PhD, MBA Sharon is an applied organizational anthropologist and is Director for the Training, Research, Education, and Demonstration Division in the Department of Child & Family Studies at the Louis de la Parte Florida Mental Health Institute, University of South Florida. Dr. Hodges is Co-PI of the Logic Model Project and has provided leadership in research and technical assistance on theories of change, logic models, and local policy implementation for systems of care for over 10 years. She currently serves as PI for a study of Case Studies of System Implementation, a five-year investigation of system of care implementation that is part of the Research and Training Center for Children's Mental Health. Dr. Hodges also serves as PI for the Sustainable Infrastructure Project, an investigation of how communities can capitalize on the assets of their locally developed programs while maintaining their commitment to evidence-based best practice.
Storie Miller Storie is a seasoned journalist and public affairs writer, who brings clear language to this project to ensure that the content on this website is accurate, accessible and straightforward. Storie serves as publicist for the Department of Child and Family Studies, Louis de la Parte Florida Mental Health Institute, USF.
Debra Mowery, PhD Debra is a Research Assistant Professor in the Department of Child & Family Studies at the Louis de la Parte Florida Mental Health Institute, University of South Florida. Dr. Mowery has worked with the Logic Model Project for over three years and currently serves as a liaison to the Technical Assistance Partnership, providing ongoing support for system planning and troubleshooting based on a theory of change approach. Dr. Mowery also serves as Project Director for Study 5 of the Research and Training Center for Children's Mental Health, which focuses on the accessibility of services for diverse children and their families.
Teresa Nesman, PhD Dr. Nesman is an applied educational anthropologist in the Department of Child & Family Studies at the Louis de la Parte Florida Mental Health Institute, University of South Florida. Dr. Nesman directs the Logic Model Project's efforts to expand technical assistance to system of care sites, Regional TA Coordinators, and consultants through a variety of formats, including website, telephone conference, videoconference, and on-site presentations. Dr. Nesman is also Co-Principal Investigator for Study 5 of the Research and Training Center for Children's Mental Health, which is identifying culturally competent strategies to increase accessibility for diverse children and their families.
Victor Trinidad Victor provides technical assistance and graphic support for the Logic Model Project. He works directly with sites to portray their ideas in a logic model and develops PowerPoint presentations for them to use with stakeholder audiences. Mr. Trinidad is also responsible for desktop publishing and website development for the Division of Training, Research, Education, and Demonstration in the Department of Child & Family Studies at the Louis de la Parte Florida Mental Health Institute, University of South Florida.
Keren Vergon, PhD Keren is Coordinator Research Programs/Services in the Department of Child and Family Studies at the Louis de la Parte Florida Mental Health Institute of the University of South Florida. Her current research activities include Project Director for a Florida Medicaid Reform study; Project Director for the System of Care Practice Review study for One Community Partnership in Ft. Lauderdale, Florida; Project Director for the Trajectories of Youth Movement Sub-study and team member for the Trauma Sub-Study on AHCA’s Out-of-Home Care Study for Fiscal Year 2007/08; and Data Manager for a SAMHSA Center for Substance Abuse Treatment (CSAT) Drug Dependency Court grant. Dr. Vergon has 11 years of research experience, in the areas of older adults’ and children’s mental health. She received her Ph.D. in Aging Studies from the University of South Florida.
Project Coordination and Logistics
Nancy Burrus Nancy is a Staff Assistant in the Department of Child and Family Studies at the Louis de la Parte Florida Mental Health Institute. She provides scheduling and logistical support for the Logic Model Project and is the primary contact for coordination of technical assistance activities.
Tommy serves as the liaison to the National Evaluation for the Logic Model Project to ensure that the project is meeting contract requirements, including monthly reports and budgets. Mr. Burrus has participated in logic model and theory of change development for system of care sites, as well as community based organizations in the Tampa Bay area.
Sandra Dwinell Sandra is an Assistant Director in the USF Department of Child and Family Studies at the Louis de la Parte Florida Mental Health Institute in the College of Behavioral and Community Sciences. As supervisor of the CFS Communications Unit, Sandra is responsible for the coordination of the department’s knowledge dissemination activities. Her duties include the oversight and direction of the Communications Unit staff as well as project management, administration, event planning, and marketing. Sandra also serves as the USF Project Coordinator for the National Evaluation. Her responsibilities include project management, direction, and coordination of activities relating to the National Evaluation project through the Macro grant. Sandra, a graduate of the University of South Florida, has been employed with the University for over five years and brings her strong background in project management, planning, and organization to the department.
